Nabil Saba is the General Manager of Golden State Water Company overseeing the Foothill and Mountain/ Desert Districts, which includes portions of Los Angeles and San Bernardino Counties.

With more than 35 years in public service and water system management, Saba brings extensive expertise to Golden State Water. He most recently served as Executive Director of Santa Ana’s Public Works Agency, overseeing multiple divisions, guiding the City’s Capital Improvement Program and advancing major infrastructure projects.

Previously, Saba spent nearly a decade as Santa Ana’s Water Resources Manager, where he led supply planning, capital projects and conservation initiatives. His earlier engineering and regulatory roles further established his foundation in water quality and system management.

Saba is also a registered Civil Engineer and holds both a Grade 5 Water Distribution Certificate and a Grade 5 Water Treatment Certificate, two of the most advanced and respected certifications in the water industry.
