Governor Brown signs "Brown is Beautiful" Bills
Thursday, September 18th, 2014, Governor Jerry Brown signed two bills that encourage homeowners to practice conservation and sustainable landscaping without fear of HOA fines and penalties. One bill, AB 2104, protects conservation-minded homeowners from HOA fines if they replace their lawns with attractive, drought-tolerant landscaping. It also requires HOA's to include provisions for drought-tolerant landscaping in their rules. The other bill, SB 992, protects residents from HOA penalties if they reduce or altogether stop watering their yards after a statewide emergency has been declared because of drought. 9 months after the Governor has declared a statewide emergency residents are stepping up their conservation and becoming more educated about the costs of wasteful water practices.
